You need to ask the DPS why it was rejected. They can explain it to you. There may be things you can do to rectify the issue, but only they would know what those are. I can tell you that deferred adjudication is considered the same as a conviction for purposes of obtaining a CHL.

On a different note, you might want to consider addressing the issue that led to your arrest before getting a license to carry. LTCs are precious. If you were to re-offend after being licensed, you would lose your license for five years. Better to deal with the problem first and then carry for the remainder of your life.
You don't have to answer this, but what's the pressing need for a license at this point in your life? Is it just a general desire to carry? Or is there something specific driving it? You might want to think about that as well, and ask yourself if your reasons for wanting one are related to the problems you're struggling with.
