Just noticed the need for "patrol rifle". For this use, I am going to say "it depends". First question is if his department authorizes the rifle for patrol use. If not, then you already have your answer.
If they do allow it, you will need to find out what ammo the department uses. For example, if they utilize the Hornady TAP 75 gr round, the 1:9 twist may not be fast enough to stabilize the round. However, if they use a 55 gr or 62 gr round, the 1:9 twist will work fine.
Many departments authorize other rifles in the S&W lineup that come with a 1:9 twist, so it may not be a deal breaker... but something to be aware of.
I seen your post after I had already paid.

I made a quick phone call and my son said the rifle was approved and the ammo used was Winchester Ranger .223 Rem 55 Grain Soft Point.

Or,,, could have contacted "Radical Firearms" there in Stafford, my son ordered one AR w/300 blackout for $560 w/ dust cover & forward assist.
He "we" have put around 250-300 rounds thru it...flawless....
