ATF won a case against SIG's naked noise-suppressor fixed barrel extension. It did not reduce noise-by even 0db, it was ruled as readily modified to be a noise-suppressor by the end-user.

It doesn't make sense to me but I'm not going to be the first one going to court over this, just because I was trying to save $200. I've neve hired a lawyer but I'm sure it costs more than $200...........

I hope the hearing protection act passes and we can go back to buying these for $20 or less on Amazon.
