According to Google Maps, Turku Finland isn't in the United States.
Right but Turkey isn't a EU member state. They try to join the EU for a long time but are denied so far because of compliance issues, mainly human right topics.

True and their polic officer per capita ratio is anout half of the U.S.A.
The crime rate in Finland is one of the lowest in Europe though.
