Unless I'm wrong, I think it means it is sent back to be re-written with the amendments to be voted on tomorrow or a final vote at a later date. :confused5

Seems to me like they will have to now combine the original bill and amendments and then hold a vote for it in its entirety including the amendments. I may be dead wrong though.

My recollection from last session was that the amendments being voted on one-by-one was sufficient to approve them as a part of the bill, but again I don't remember very clearly

It was moved to engrossment which means it can now include the new amendments and go to a 3rd reading and a final vote in the Senate.

He bloviated about "constitutional" carry and how that is the only right way to go but he is going to vote for SB 17.

Well, I heard Estes says he wanted the bill engrossed, but before anything happened on the proposal, somebody mentioned adjournment, so nothing happened on it. Soooooo, IMO, it wasn't engrossed....whateverthatmeans. :???:

Taking it up tomorrow at, what....11:00 AM? Hopefully they'll pick up where they left off. But don't quote me on that. :headscratch

I just saw on the news that it passed the Senate and was on its way to the house and the Gov.
said he would sign it if it passed the house.

I think SB17 still needs the final vote by the Senate. Today, 2nd reading, debate and amendments, moved to engrossment. Next session, 3rd reading and final vote by the Senate.

Senate approves open-carry bill
The state Senate on Monday gave preliminary approval to a bill that would allow Texans to openly carry holstered handguns with a license, after shooting down nearly 20 amendments that sought to restrict the legislation.
The Senate is slated to give the bill final approval Tuesday.
Just three of the amendments passed. One would postpone implementation until Jan. 1, 2016. A second would require license holders to be trained in how to retain their gun if it were grabbed by an attacker. The final would bar open carry on college campuses, even if the Legislature passes a proposal to legalize concealed carry there.

Where is Charles when we need him to give us a civics lesson?

Today was a lesson in how things are done behind the scenes prior to going to the floor for debate and vote. The floor debate and vote is just making the results of what has been done behind the scenes public.
