I'm a little slow. How does this change from the way it is now? Just because you can't (or don't) produce your CHL when asked for ID there is no penalty. How does changing the severity of unlicensed carry change this? I can see you may be detained and it may take some time to get straightened out but wouldn't the "no penalty" still apply?
The current law requires you to have your CHL on you if you are carrying. If you don't, you can still be arrested and convicted. It doesn't happen because 1) concealed-carry is a non-issue; and 2) it's a misdemeanor. If it's a felony that's greater incentive to make the arrest (COPs like to make felony arrests) plus it will become law because of the Huffines amendment that LEOs view as a slap in the face.
