Hood, the problem was known well in advance, clearly says that the goal is not public protection but public control.

Oh, boy. Turns out criminal history reporting in the military is virtually non-existent. A quote from the article below:
- "Failure to report the outcome of criminal cases was 79 percent in the Army and 50 percent in the Air Force, the report said. In the Navy, it was 94 percent."
