Correct and nothing changes the current class limitations of a minimum 4 hours. It won't take any time at all to "teach/cover" the issue. Sen. Estes made it clear that the amendment did not require demonstration of weapon retention techniques.

Will current CHLs be grandfathered into the additional training requirement or will we need to get updated/refreshed training that includes whatever oc topics would be required?

As the law stands now, a renewal class is not required or authorize by law. All current CHLs will be able to open-carry.

Renewal classes for Texas CHL instructors. We can't renew until after the legislative session is over so an effective date of 9/1/15 would mean instructors would be teaching CHL classes without the information about open-carry.

I was tied up with family obligations today and did not get to listen. I appreciate everyone who did and the commentary, but have a quick question. Will some one please list the ammendments that were attached? I noticed the addition of the training in the course, and Charles'es explanation. Was anything else's added. Thank you so much.

Delayed implementation until Jan 1 ,2016 and no open carry on college campus, including streets and parking lots.

My understanding is that open carry requires a retention type holster. What is the penalty for now having one? It would be nice to see all the rules w/out having to wade through the legal mumbo jumbo of the bill.

So if it passes there will still be no open carry for another year??

It would normally have gone into effect on Sep 1, so this is just a 4 month delay.

I think I need a lesson in Texas civics, too.

The only thing I know about Dan Huffines is he introduced a Constitutional carry measure. Because of work disasters, I couldn't get to my computer to listen until late, and happened to hear the last few minutes of what Huffines had to say this afternoon. Things like "trust citizens," information about the lack of problems with open carry in other states, and the civil right guaranteed in the Second Amendment.

However, from what I see in this thread Huffines is a serious peckerwood who needs a sharp rap with a clue stick. The limited sample I heard would have gotten Charlton Heston a standing "O" if he'd said the same things, but Huffines appears to have a reputation problem.

But sometimes it's OK to (figuratively) shoot the messenger. If Hitler can make the trains run on time, I'm quite happy to run late. Vermont is probably scenic and I hear their gun laws are a model, but I wouldn't want to set foot in a state that elects socialists to Congress no matter how I agree with their gun freedoms.

So while you have that clue stick out, please, sir, I'd like another because I'm at a loss. What has Huffines done to cost him the support of gon owners?

It wasn't Hitler that got the trains to run on time, it was Mussolini, and he did it by the simple expedient of figuring out the consistent late times, and adjusting the schedule to fit.

If I am reading this correctly, a lot of baloney amendments to get to OC. Not just a simple if you have CHL = You can OC Kinda takes all the fun out of it. Do you have to display license? I can scribble on my CHL badge with sharpie and make it an OC badge.

LSUTiger, MOST of the baloney amendments got tabled(torpedoed, ditched), or voted down. There were 3, IIRC, that did make the final cut:
1. Delay of implementing the new law until January, 2016...in essence a 4 month delay, rather than Sept.01, 2015.
2. Additional instruction on the need(?) or requirement of a restraint holster.....that can be covered during the existing classroom hour requirement.
3. Prohibition of OC on college campus'(higher learning).

And no. There's no requirement to display those nifty CHL badges, sashes, tiara's, or medallions.

No need for Level-1, level-2, or level-3 holsters. All oppositing Senators were re-hashing unfounded fear-mongering as if the CHLers are wackos or nut-jobs and by just removing their concealment garment, they would be super dangerous with their holstered sidearms.

Worst of all, that claim from a anti-gun radio talk head, who claimed, "I see you armed with your gun in the holster, so I am going shoot you because I feared for my life!, ha ha ha" This nonsense claim was repeated on the Senate floor as if shooting a cop (or OC) is justified simply because he has a holstered sidearm.

Ah, how about that Lady Senator who said 4 OCers and 1-bad OC guy and LEO can't figure who is who? How is that possible? Are CHLers a brotherhood mafia or OC gangsters?
