Basically, the letter should come any time your name is run through the driver's license system and it returns a CHL hit. this includes other times than traffic stops for many officers (such as running your DL when you ar ethe complainant on some report).
Agreed. That had never occurred to me, but the law does seem to say that we're entitled to a notice anytime it's run - with no exclusion for traffic stops, etc.
Also, for the OP, bear in mind that what we've discussed so far only pertains to a TX CHL. Just as each state makes its own laws about how to obtain a CHL and where a person can carry, they also make their own laws about disclosing a person's CHL status. While TX CHL records are private, the records of other states (such as UT) may not be.

what was that rule we had about personal attacks??? I figured they were funnin' with you...

I assumed they were goofing around, too, since he said, "Don't ask why I want to know."
Although the wording of the OP could have been interpreted as an employer wondering if he can find out information on his employees, which I don't know that the majority of this board (or the OP) would support.
I'm taking the "nosy, dense, or both" comment as if it was meant to be tongue-in-cheek and just came across sharper than intended.

I am an employer who has full background checks performed on all new or prospective employees. The CHL doesn't show up. Only SS and DL verification, criminal history, driving record, and credit history. But then I also require proof of a CHL in order to get an application.
