The hotel took down the flags today. Hopefully they put new ones up soon!

This. My neighbor. Flagpole appears to be mounted IN the bushes. I wanted to so badly to go knock on their door and let them know this isn't proper. I believe the man of the house would be receptive to this info, but the woman? She'll rip your head off on a GOOD day.
Maybe you could knock on their front door... while holding a white flag.

The rule is "the flag's own right". . . so I guess it depends on which way the flag is looking.
Wouldn't that change with the direction of the wind? So if the wind changes, you have to reverse the flag locations?

It is based on the arrangement of the staffs, not the direction the flag is actually being blown.
