It could be a fundraiser, but it could also be a burr under the saddle to Stickland, Estes, and Fletcher. Why potentially alienate politicians?

Considering that there is no signature or other apparent attributing, it looks like a public domain document to me.

That image could be copyrighted, in which case they are telegraphing an intent to defend themselves.
But only by calling a government agency. I'm sure they wouldn't take up legal armament and lawyers and provide for their own defenses. Standing up for yourself, geez, that's so 1776!
