I was also involved in another discussion on this and I am no longer sure the sign has any legal meaning. It was pointed out to me that their whole criminal trespass law has a defense in it for any place that is open to the public and your trespass does not interfere with the normal course of buisness, or something similar. I'm not that "up" on Utah law as I don't get there very often anymore.
