Oh there is another bone here to chew on. The "out of state person" is in the Military. While I can not cite law, if he is stationed in Texas, not TDY, then for purposes of purchasing a firearm of any type, he is considered to be a Texas Resident as well of a resident of his home of record state.
Additionally, he can get a Texas Resident CHL without having to pay the state any money.

Long guns can be purchased from FFL dealers in other states (if your state and theirs don't prohibit) but it's not legal to buy, sell or trade long guns with an individual in another state. 18 U.S.C. 922(a)(5)

There are specific rules about how you can do this. If you go on the ATF site, there's a video you can watch that PAINFULLY explains it (just like all their other videos).
Your local FFL should know all the ins and outs. Seriously, I've had to sit and have an ATF agent lecture me for HOURS on all this stuff so that you don't have to figure it out by yourself

Military ID and assignment orders should suffice.

I've bought numerous handguns out of state from private sellers. They ship to my FFL.

Right. If it is an unlicensed (non-FFL) out-of-state individual you must have the long gun or handgun shipped to an FFL in your state to do the transfer.
