I can tell you that the same was true of some Texas tollways for out-of-state plates. It's no longer true (although tollway ownership and systems differ). My point is that you shouldn't think you're safe if you're not running a front plate or out of state plate... States databases are becoming more shared and more integrated.

When you buy a gun from a private seller, do you dutifully mail the sales tax in to Austin?
I couldn't find anywhere in the tax code that such a transaction is taxable. Based on your previous question, I'm sure not going to assume you're right.
How many of us have a license plate frame that partially obscures the plate?
Not me.
You never exceed the speed limit, or roll a stop sign?
No.
But even if I did, two wrongs don't make a right.

Either way, it eliminates the requirement for a front plate.
