True. A U.S. passport is pretty well accepted as a sole form of ID, but if secondary forms are requested, a Canadian DL should work for confirming ID. These IDs at this stage aren't for confirming residency, only identity.It is necessary to have some form of ID that is acceptable to the person taking the fingerprints and the notary stamping the affidavits.
My 20 year old son is active Army, stationed in California. On his next trip home, I'm going to suggest he get a Texas ID showing this as his permanent home of record (which it is). The son living in Canada could certainly do the same thing.
