Feels wrong, pending additional details.
It's not just community safety that can be a concern. Being a flight risk is also a concern. Also, a concern about him disappearing in other ways.
Especially if he had any info on HRC.

I hope they took his bed sheets, pillow case, and clothes out of his cell. There are plenty of creative ways he could "commit" suicide.

While he’s naked in the cage they should also spray them down with a firehose every hour just to make sure he’s OK
