Goins charged with perjury 12 years ago after a man spent two years in prison for cocaine possession. Man has always claimed his innocence and always said Goins lied.
No statute of limitations?

Good question. The short research I have done shows a three year limit for aggravated perjury.
I am sure the DA knows the law better than I do. The first priority should be dismissing all charges against Otis Malletut
and then have him declared actually innocent. I will be following this closely. I believe that Goines has been doing this for 25+ years.

The question is, who was supervising this clown 12 years ago, and 12 months ago? I've read his past affidavits, they are all written the same way. Just a few details changed, but the same basic structure. They were just slightly better written than the note that was released a few weeks ago 'I screw up'. It's obvious to me, this former officer had almost no limitations, and very little in the way of supervision. That, is where the genesis of these crimes, nobody was watching.

Judge declares Houston man 'actually innocent' after reveal that ex-cop Gerald Goines lied
By St. John Barned-Smith Staff writer Feb. 3, 2020 Updated: Feb. 3, 2020 12:26 p.m
A district judge on Monday declared Otis Mallet innocent of the 2008 drug charges that led to his conviction,
after hearing arguments that the case was built on lies by former Houston police officer Gerald Goines.
Harris County prosecutors and defense attorneys for Mallet were in court Monday morning before Judge
Ramona Franklion, asking that Otis Mallet, who was convicted in 2011, be declared innocent.
In a 20-page joint filing, prosecutors and defense attorneys offered a dissection of an alleged drug buy
that led to Mallet’s arrest and conviction. The document alleges that Goines, who was working as an
undercover narcotics officer on the city’s south side, repeatedly lied about nearly every aspect of his
case against Mallet, calling Goines’ account “fraud.”

Just after Goines was charged, didn't Art say, the 911 call gave us (the police) the 'right' to be there? She's been charged by the Feds, not the state correct?

I don't recall him ever stating any specific 'right' to be there. Yes, she was charged by the Feds.

Could you be thinking of this:
https://www.nbcnews.com/news/us-news/ho ... ad-n972191
Houston's police chief said Friday that there appear to be "some material untruths or lies" in an affidavit used to get a warrant for a drug raid that left four officers shot and two people in the home dead.
Police Chief Art Acevedo emphasized that police "had reason to investigate that location" on Harding Street, a raid that ended in a shootout that killed the two occupants, Dennis Tuttle, 59, and Rhogena Nicholas, 58.
That news conference (on 15 Feb 19) is on Youtube but I'm not going to listen to Art blather on for 35 minutes. Pretty much everything he's said about that raid ends up being contradicted by evidence and further investigation.
ETA:
It was a favorite phrase of his:
In August, Ogg directly charged Goines with murder and Bryant for tampering with a government document. Hours after the charges were handed down, Acevedo said, “I stand by that. We had probable cause to be there.”
...
Hours after the federal charges revolving around a false 911 call and tampering with a government document, Acevedo, for a third time, said HPD had reason to be at the home.
