The only thing is, ammo manufacturer's like Hornady, have stated publicly that only 5% of their sales are to government. While I'm suspicious of anything under the control of Big Sis and the thug Holder, there doesn't appear to be any evidence that government purchases are causing the shortages. Also, even if it explained shortages in handgun and rifle ammo, it wouldn't explain why 22 LR is unavailable.
