Does the fact that SB 17 was not returned to the intent calendar mean that Estes doesn't have the 19 votes to pass it at this point in time or is that a misinterpretation?

According to this, the Intent Calendar is only for bills being considered "out of their regular order," but I'm not sure what that means.
From
http://www.tlc.state.tx.us/gtli/legproc ... genda.html" onclick="window.open(this.href);return false;:
"During a regular session, the senate adopts a further rule specifying that before a bill or joint resolution may be brought up for floor debate out of its regular order, notice of intent must be filed with the secretary of the senate by 3 p.m. on the last preceding calendar day the senate was in session. "
The list of such bills is called the "Intent Calendar."

Yeah, looks like it was as suspected. The bills were placed on the intent calendar for the "first reading" then they're eligible for discussion, etc. starting tomorrow.
"First reading" occurs when an introduced bill is referred by the presiding officer to a committee. It can't go in the intent calendar until after it has been voted out of committee. Putting it on the intent calendar is the author's attempt to get a second reading (actual consideration by the floor) ahead of its normal schedule.

The "regular order" is the order that bills are voted out of committees. I would think OC and Campus Carry would come early in the "regular order" since they were voted on so early in the Senate's legislative session, even without going through the Intent Calendar.

SB11 & SB17 were on the intent calendar for today. But I saw/heard no such mention of either bill.
In reading the "Senate Journal" for today(
http://www.journals.senate.state.tx.us/ ... 2-23-F.HTM" onclick="window.open(this.href);return false; )
The Senate adjourned, and was to continue taking up today's business(I assume) tomorrow Tuesday the 24th:
"MOTION TO ADJOURN
On motion of Senator Whitmire and by unanimous consent, the Senate at 2:37 p.m. agreed to adjourn, upon completion of the introduction of bills and resolutions on first reading, until 11:00 a.m. tomorrow."
At the end of the Senate Journal:
"ADJOURNMENT
Pursuant to a previously adopted motion, the Senate at 2:48 p.m. adjourned until 11:00 a.m. tomorrow."
Sooooooo, the question is, will the 2 bills be talked about tomorrow, as it was not brought up today(they were on the intent calendar for today after all)? Or is that just wishful thinking on my part?

And they say they have so little time to tend to business. Private sector employees would be fired for wasting so much time.

Mine kept freezing in Firefox and Chrome, but it works fine in Internet Explorer. I never use IE normally, but sometimes it's the only thing that works.
