Looking back, I can't be certain what he meant by "stopped." He would be lawful if he was pulled over, but not if he was just walking around campus with our current laws. I made the assumption that the OP was talking about getting pulled over by university police.
We can stop anyone for any reason or no reason at all. We are a private university operating on private property. I can tell someone to leave because I don't like the color of his shoes. Public property is a different story, you must have probable cause.
Correction any LEGAL reason. You can't stop someone based on their ethnicity alone. Same for asking them to leave.
Of course, within the confines of the law. But on a side note to that, he doesn't have to kick somebody out officially because their ethnicity, he could always claim it was because they were suspicious acting, or he didn't like their attitude, etc. There's always a little bit of wiggle room to make it whatever you want it to be. Not that I agree with such a practice, but I think he meant that he can "find" a reason if he needs to.

Actually, it is still the law and is a "must'. HOWEVER, while in your car you could claim you are carrying under the Motorist Protection Act which requires no license. If you are outside of your vehicle and not on property you are in control of, then you legally 'must' present your license or you are breaking the law, penalty or not.
IF you have a CHL and are asked for ID, and you are carrying under your CHL or under MPA, you must present your CHL. It doesn't matter under which authority you are carrying, if you have a CHL and a concealed handgun, you must present the CHL.

He's just making a point that he's not going to get in trouble for not displaying his CHL. We had this talk on page 4. Nothing really will happen, but there is the chance that with a d-bag cop, and the right scenario, for it to not be in favor of him. But that's a risk he's taking, and technically, there is no actual punishment. For me, I couldn't bring myself to knowingly break the law like that, I made a commitment, and I do my best to stick to the oath I swore. :txflag:

He's just making a point that he's not going to get in trouble for not displaying his CHL. We had this talk on page 4. Nothing really will happen, but there is the chance that with a d-bag cop, and the right scenario, for it to not be in favor of him. I swore an oath to uphold the all laws of the state of Texas, and I take that quite literally. I have this mental image, that if I start letting some things slip, why not another... I know it's probably just me putting up defensive barriers to keep myself on a straight line, and attempt to do what I believe is please in the eyes of my God.

There are and will be bigger fish to fry than worry about displaying your CHL when asked for ID by an LEO. Are you sure you want to make this issue your line in the sand?

I am very talented, I can multitask. "line in the sand"? I don't know what you mean, like will I die for it or something? No, I value my life way too much, but as a matter of practice I won't bring it up in routine encounters, in my estimation little to no chance of anything bad happening for practicing it, my choice that's it.

1) Are you a peace officer? It seems that there has been references to lead me to believe you are.
2) Why DO you have an Arizona CHL and not a Texas CHL?

That's my take as well. Bigger fish to fry. Whether I like the law or not, I believe it is in my best interest to ID as required. It is low risk either way, but more can potentially go wrong by not producing the ID.

Not a peace officer, former military, so far as AZ CHL, I resisted getting a Texas CHL for the longest time as I am opposed to getting a government permission slip for a constitutional right. When a friend of mine pointed out that because of my service I could get a Arizona one for $65 through the mail with no photo on it and no unnecessary classes I decided to compromise my principles a bit. Moment of weakness let's call it.
