If you don't have probable cause just fabricate it, say drug enforcers and some TX prosecutors
Speaking of informants, on the Texas prosecutors' user forum a self-identified DEA agent named Bill sought to justify a traffic stop where drugs were found using probable cause agents had overtly fabricated. They didn't want to admit in court they were acting an a possibly unreliable informant, so took the liberty of manufacturing probable cause for a traffic stop by stealing the front license plate from the car the suspect was driving. Here's his story:

Hmmm...
As they say... "It's not what you know, it's what you can prove!"
Can they 'prove' that the LEO's 'stole' the LP?

Shocked Shocked Shocked Shocked Shocked

There is some question according to this link whether or not law enforcement had control of the vehicle before it was passed on to the target. i.e. they got the permission of the informant to remove it and then the informant gave the vehicle to the target. If this is what was done, I don't see a problem, as they had permission to take the tag.

I have a problem with pretext stops. They're fundamentally dishonest. (Although the irony is that police are now allowed to be honest and admit they used a pretext. Before the Whren decision, they had to lie and say they made the stop solely for _____(fill in the minor violation).)

Thats messed up. I know that the question would be who to blame for the crime that took place, but gimme a break. I drove many thousands of different cars at work, I'm sure some of them were unlawful in some way. A guy I used to work with got three citations test driving a customer car around the block, all for non-moving violations. The good news is that a supervisor rolled up and told him to let it go.

A friend used that line and was processed out in record time; almost 12 hours from turning himself in until they booted him out. Total fines handled: $1,700 and change.

He had a new job at 20% better pay within the week, too. I told him he should have held out for 20% better than what he made in jail.

Sounds like Big Brother is getting ready to pounce. Can the black helicopters be far behind?

The only thing the FBI will ever hear from me is these "muffled" explosions...
