As much as I hate to defend Democrats in general and Buttigieg in particular, I think most people in the media are misunderstanding what he said. I do not see it as blaming Trump.

From the article:

"We’re constrained by law on some areas of rail regulation (like the braking rule withdrawn by the Trump administration in 2018 because of a law passed by Congress in 2015), but we are using the powers we do have to keep people safe," the transportation secretary added.

Read this again and see if you agree with me. He said he is constrained in some areas of regulation. He then gives an example of the constraint - Trump's withdrawing a proposed regulation because of a law Congress passed three years earlier. The way I read that, he is blaming Congress and using Trump as an example of how they are held back when they try. He is not blaming Trump's proposed rule since it says why it was withdrawn.

That doesn't explain his not mentioning the accident for over a week, but explains why there are not more regulations.

One of the interesting questions about crime statistics based on race is whether the results show bias in the policing (more police in certain neighborhoods), bias in the arrests (cops let certain groups go while charging others for the same offense), bias in the sentencing (certain groups are given tougher sentences), or if the groups in question tend to actually break the law more often and the policing, arrests, and sentencing are in proportion to the amount of crime they commit, despite their proportion of the population.

I do not believe that a certain racial group is more prove to committing crimes, but I do believe that certain subcultures in the US see crime (or some crimes) as more acceptable than other groups. One example of this is that southern lower economic status white males (commonly known as rednecks) see bar fights as normal and are more accepting of people with assault charges from this. Certainly, there is a class of blacks who find crimes respectable, or rappers would not get "street cred" from their convictions.

This does nto say that there is no bias in the other parts of the criminal justice system, but it does say that it is not all racist cops and judges.
