A private school, like any other private entity, can post its parking lots.

A public entity cannot legally post a 30.06 sign, and if they do it is unenforceable.

A public school campus is public because it is owned by a government entity. If you look it up in the tax office, it will be owned by a school district or directly by the state in some cases.

Receiving public funds does not mean that an entity is public.
