CHL Processing Time

The issue of how long it takes the DPS to actually issue a CHL from the time a complete application package has been received has been a subject of discussion for some time.
While we as citizens are REQUIRED to comply with the laws and are sanctioned if we fail to comply with them the state is not.
So, maybe an item for our 2007 Legislature agenda could be a change to the law to require the DPS to issue a temporary license without further cost to the applicant if the processing is not finished in the allocated time and issue a permanant license when they get to it... maybe not a perfect solution but an improvment.
Alternately, perhaps state should have to refund the application cost if they don't make the processing time... money talks.
