+P Ammunition - Civilian Use or Not?

Can civilians buy/carry +P ammo?

If the answer is yes, what are the advantages/disadvantages of +P vs. standard power ammo ?

Yes.

The bullet goes faster, but it beats up some pistols and revolvers.

And as Jim said, +P and +P+ is completely legal for civillians to buy and own. In fact, nowadays the variety of +P defensive hollow point ammunition exceeds the options for standard pressure HPs.

I should have added, some ammunition is labeled "law enforcement only" by manufacturers, but it is available in the grey market (not illegal in Texas).

Some states regulate ammo, but you are not going to be allowed to carry in those states anyway.
