DPS should send your renewal notification 6 months before expiration. You can take your renewal class up to 6 months before you reapply (not 6 months before expiration), so you can take your class anytime now. If this is your 3rd or later renewal, then you don't have to take the class, just send in the renewal application, photos, fingerprint, etc.

I have SPECIFICALLY asked that question to the CHL bureau and I have been instructed and told that a student can't submit a proficiency more than 6 months before the date their license expires. I am sure that some that are processing the paperwork may not notice.

Renewal TR100's are only good for 6 months. You do not have to apply for a renewal within 6 months of your expiration, there is no provision in the law or the Admin Code for that. You have to apply for a renewal within 6 months of receiving a TR100, regardless of when you receive it.
Texas Government Code
§ 411.185. Renewal.

(a) To renew a license, a license holder must:
(1) complete a continuing education course in handgun proficiency under Section 411.188(c) within the six-month period preceding:
(A) the date of application for renewal
In fact, DPS is only required to notify you of your expiration within 60 days of the expiration.
Texas Government Code
411.185
Not later than the 60th day before the expiration date of the license, the department shall mail to each license holder a written notice of the expiration of the license and a renewal form.

Texas Administrative Code
TITLE 37 PUBLIC SAFETY AND CORRECTIONS
PART 1 TEXAS DEPARTMENT OF PUBLIC SAFETY
CHAPTER 6 LICENSE TO CARRY HANDGUNS
SUBCHAPTER B ELIGIBILITY AND APPLICATION PROCEDURES
RULE §6.21 Renewal of License

(a) Grace period. A license holder whose license has expired may submit an application to renew the license up to one year after the expiration of the license. After one year, the license holder will be required to reapply as a new applicant.

(b) Notice of renewal. Notice of renewal will not be sent to a license holder more than six months prior to the expiration of the license.
