It's actually an ad for an anti-methamphetamine campaign. If you look at the bottom left it shows the URL "fightagainstp.com." The idea is that by smoking meth you're risking your life.
Though I have no idea why somebody stuck that on Gunbroker. I guess he thinks he's funny.
