Handgun for 19 year old military member

I have a friend who's 19 years old, and a member of the National Guard. I know he can get a CHL under the military member provision, but how can he get a gun to carry? Would he have to "borrow" a gun from a parent or friend? I understand you can legally purchase a gun as a gift for someone and give it to them as long as they'd be able to legally purchase the gun themselves, right? But that wouldn't apply in his case because he couldn't legally purchase a handgun due to his age. How does one get around the particular dilemma of being able to obtain a CHL and carry a handgun, but still not being able to legally purchase one?

Your friend can legally purchase a handgun from another individual.
However, someone purchasing a handgun from an FFL with the intent to deliver it to your friend makes it a case of the dreaded 'straw purchase', very much illegal.
So forget buying a handgun from an FFL and search for what he wants from an individual.

And he can receive handguns as legacy (inheirate) or gift.

Thanks. That's what I needed to know. It's a friend of mine who's an ER tech. We talked for a couple of hours the other day during a shift. He'll be excited to know he can use one of his dad's guns and be ok. He was worried about getting his dad in trouble for giving him a handgun even though he's not 21. I wasn't sure of the specifics, so I thought I'd ask here for him.

My son's first handgun was a brand new CZ-75b I bought him as a gift (while he was still 17).
By sheer coincicence, he purchased a used riding mower of basically the same price as a gift for me the same week.
