"Attack" requires a state of mind. His state of mind at the time, apparently, was that he was
being attacked by the responders who were attempting to restrain him.
I know a bunch of paramedics, EMTs, and nurses, and the vast majority of them have been struck by someone flailing about. None would consider an octogenarian Alzheimer's patient to be "attacking" them, and call for the Taser in response.

Sounds to me like nobody (PD/FIRE/EMS) was informed that Jr. has seizures...all they see is a kid wigging out...and yeah, you hit an emergency worker, its on like Donkey Kong. Had they known he was seizing, they probably would've waited to see if the postictal symptoms subsided or restrained him with soft restraints and hit him with some valium. not sure if the source has all the info in this case...

i would have ignored the brother too
hes the last thing im conserned about in that situation

thats not what is forfront in your mind in that moment
you have to put yourself inn their shoes
