Like a leg hold trap, there's no need for bait if they're placed along normal travel routes.

Nice application, but if it gets too popular, police can monkeywrench it just by issuing false alerts.

It also relies on a GPS-enabled phone broadcasting its location. Otherwise, the system wouldn't know when subscribers enter an alert area.
