Open Carry Petition on TPR this morning

Texas Public Radio (Texas Matters show) out of San Antonio interviewed the originator of the Open Carry Petition this morning. He mentioned three things that made me go "huh?"
1. It's a crime if you let your concealed handgun become exposed for even a second or even if someone can tell through your clothing that you have a gun underneath it.
2. You can have your license revoked for five years just for that.
3. He mentioned a recent case in San Marcos in a bank where the wind blew someones shirt up, the gun was exposed, the police were called, he was taken down on the ground, chaos ensured. Anyone know of this?

-2. Again, if it's intentionally, and I didn't think it was five years but I'm doing this in as a hurry as I have to take off to Houston in about five minutes so I don't have time to check.
-3. He also stated that this happens quite frequently, and this is a reason that open carry should be allowed, so that there's no crime if it's exposed.
