Non-compliant. It means nothing, legally.

Depends upon what you are going there for. Given that someone in charge posted that sign, it's likely they would have a cow if they found out that you were carrying.

I think you might be found out when asked to drop your pants and cough.

I dunno. My local Tex-Med or whatever pseudo-emergency room place has a non-compliant sign. I carry there, typically in a backpack or something in case I get disrobed, but I figure if they're not fired up enough to look up how to write the legal sign, maybe they're not all that adamant about it. And I plan for them not to find out unless it's a situation that they will be very thankful that someone was carrying. So...

Now this building was on hospital grounds, but it is privately owned. that make a difference?

No difference. Hospitals are not off limits unless they give valid notice under 30.06. If it was publicly owned and not a school, any 30.06 notice would be unenforceable.
By the way, that sign would have been enforceable in 1996, but it became obsolete when 30.06 was passed.

When ever I go to the Dr., I always use my fanny pack. No one is the wiser, and if I need to drop and cough, no problem.
