I was thinking of putting this in the "Other States" forum but seems like no one read there, so here goes:

My brother does not have a CHL. He is traveling to Colorado via Oklahoma. I've checked the state laws and it seems that Colorado allows its residents to carry a loaded firearm in their vehicle, much like Texas does. I am not too sure about OK. The question is, do those two states allow out of state residence, who do not have a CHL, to travel with a firearm in their car only?

My brother crry his pistol in his truck here in texas, but can he do the same for CO and OK even though he has no CHL of any state?

IIRC, and I think I do... in OK for non-CHL it must be:
- Unloaded
- Stored in a commercial gun case
- Case visible from outside the vehicle

gmckinl is correct on Oklahoma carry. Also, if your brother is going to have a rifle or shotgun with him, I believe it can not have a round in the chamber or in an attached magazine ready to be loaded into the chamber. Black powder can be loaded but can not have a percussion cap installed.

Significantly different than Texas for non-chl.

I've checked that link and I think it's ok for Colorado (but it still did not say whether it applies to non-Colorado residents, hence by that ommission I assume it is ok?)

Oklahoma is not on that list so he might have to go around that state I think :-(

Handgunlaw is somewhat hard to navigate till you're used to it. OK is there. There is a summary of the regs and a link to the state web site where you can read the actual statutes. But for your convenience, here is the section I think you'd be interested in...

TITLE 21 § 1289.7. Firearms in vehicles
FIREARMS IN VEHICLES
Any person, except a convicted felon, may transport in a motor vehicle a
rifle, shotgun or pistol, open and unloaded, at any time. For purposes of this
section “open” means the firearm is transported in plain view, in a case designed
for carrying firearms, which case is wholly or partially visible, in a gun rack
mounted in the vehicle, in an exterior locked compartment or a trunk of a
vehicle.

Any person, except a convicted felon, may transport in a motor vehicle a
rifle or shotgun concealed behind a seat of the vehicle or within the interior of
the vehicle provided the rifle or shotgun is not clip, magazine or chamber
loaded. The authority to transport a clip or magazine loaded rifle or shotgun
shall be pursuant to Section 1289.13 of this title.

Any person who is the operator of a vehicle or is a passenger in any vehicle
wherein another person who is licensed pursuant to the Oklahoma Self-Defense
Act, Sections 1 through 25 of this act, to carry a concealed handgun and is
carrying a concealed handgun or has concealed the handgun in such vehicle,
shall not be deemed in violation of the provisions of this section provided the
licensee is in or near the vehicle.
