My wife is in the process of getting her citizenship but as of right now she is still a resident alien (has a green card). will this be a problem for her if she tried to get her CHL?

does tx issue CHLs to non us citizens??
There was one in my CHL renewal class. He didn't speak but a few words of English and had to bring someone with him to translate everything during the class - both written and verbal. Several misfires and failure to fires during quals since he didn't understand the range commands.

Does this help at all?

From the DPS website:
Q: If I am a legal resident alien, can I get a license?
A: It depends. A resident alien who has been admitted to the U.S.
under an immigrant visa category will generally be eligible for a
concealed handgun license. However, under federal law, an alien who
has been admitted to the U.S. under a non-immigrant visa usually is
not qualified to purchase a handgun and thus is not eligible for a
license. If you legally reside in Texas and were not admitted to the
U.S. under a non-immigrant visa, you may be eligible.

I am Canadian Citizen and Permanent Resident of TX. No issues here. as long as you have a green card, you might be eligible based on the reset of the eligibility criteria of the CHL.

Yes, some non-US citizens can qualify for a CHL. Permanent US residents (those admitted under an immigrant visa) with a "green card" are eligible to purchase handguns so long as there are no other disqualifying circumstances (felon, domestic violence, etc.).

There should be no issues; you just need to include a copy of the green card with the CHL application.

To expand, send a COLOR copy of the green card, front and back. I've also had some instructors insist that the state wants a copy of the ID page of your passport (also color). I'm not sure if it's required, but the more documentation you can provide, the less likely your CHL will be delayed.

It is very difficult to make a photocopy (Xerox) of a "green card". They are reflective and have other features specifically designed to make it difficult to copy or even photograph.
Do you have any advice on how to make a copy suitable to submit?

That's a really good question. I suppose it would vary depending on the copier/scanner you're using. If you have a good, high resolution digital camera with a macro setting, you might try taking a picture of the card. You'll need to zoom in tight (using macro) and take the picture from a slight angle to deflect the flash.

All what the Feds care about is your alien number. Everything else should be as per the CHL requirements as it is stated in the the CHL application booklet.
