Residency status an issue in applying for CHL?

My neighbor and friend moved to TX from CO to work on his Ph.D. here last summer. He had expressed interest in getting his CHL, but he was under the impression that he could not apply until he established residency. At first I thought it wouldn't be an issue, but then I gave him the honest answer....I don't know! So do you have to establish residency to get a CHL?

No, he can get a non-resident license here.

Then he can supply the DPS with proof of residency, and they will issue a new license for a $25 fee.

If he plans on hanging around, he should get his TX DL/ID, apply for a regular CHL and be done with it. He already has an established residence if he is in a lease/paying rent here.
