Legal Question Regarding Foreign Resident

I have a co-worker that may be interested in shooting with my club and I have some questions.

Background: He is from India and is currently here on a work visa and is in the process of obtaining a green card, however this will still take many years.

Questions:

1. Can he purchase a firearm either from an FFL or privately?

2. If he can't purchase a firearm, is it legal for him to even shoot a firearm? I don't know why it wouldn't be, but thought I'd pose the question.

It depends on his official status.

Just to "second his motion" - the first "exception" on the ATF page txinvestigator posted is for aliens who get a valid hunting license. It works.

We have a guy from Australia in our club, who is legal to buy guns and ammo as long as he buys a hunting license every year. He shoots Highpower and Long Range, does not hunt, but got a letter from the local AFT office that he is good to go as long as his hunting license is current.
