Why did the site's IP address change?

I only noticed b/c a while back I had manually added the old one to my hosts file after temporarily borrowing a neighbor's internet b/c of some local DNS troubles.
It moved to a new server with my ISP so I could take advantage of new features, but that was at least two years ago. I wouldn't think that would change an IP address, since the block is issued to my host, but that's far above my pay grade.
