Formerly known as(link) Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms? So possibly this(link)?

I started this post just copying excerpts i found interesting, but something occurred to me that i feel i should address first.

For the purposes of this Convention, the following definitions shall apply:

"Illicit manufacturing": the manufacture or assembly of firearms, ammunition, explosives, and other related materials:
a. from components or parts illicitly trafficked; or
b. without a license from a competent governmental authority of the State Party where the manufacture or assembly takes place; or
c. without marking the firearms that require marking at the time of manufacturing.

Reloading license? :ack:

Guess he didn't get the memo on how everybody knows this is a blatant LIE - "Obama said more than 90 percent of weapons seized by Mexican authorities have come from the United States."

Then again, it sounds really good regardless of the truth and Goebbels said...
