Another Photo Holder Question...

My dad took his CHL class last weekend, and was working on his packet last night. He was confused by the step that tells him to apply one photo with tape to the passport photo holder, and to take the other photo to DPS. Is this a new requirement? Does he actually have to physically take his second photo to the DPS office?
