I've tried searching on several sites but can't find the definition. I know what recipricate means but what does it mean as far as CHL's an states are concerned?

Reciprocity in the area of concealed weapon licenses means that one state recognizes another state's license.

Texas recognizes the licenses of all 48 states that issue them. About half the states recognize Texas licenses.

Be aware that even though they may recognize your license, when in another state, you must abide by their laws, not Texas'. Many differ as to locations you can carry and the protocol for notifying law enforcement.

It's a good idea to brush up on the laws of states in which you'll be traveling.

So what is the difference between Montana and Vermont (Yellow states) and the rest of the "green" states?

It seems my statement about Texas recognizing all other states' license was incorrect. I was going by memory. Texas does not recognize Minnesota or Vermont. I have no idea why.

IIRC, TX was accepted very quickly by MN as their (MN) laws were less demanding in terms of training (I believe they don't have a range requirement, but I could be mistaken) than TX's.

I believe that VT does not issue handgun permits (none required) and allows anyone who can own a gun to carry it concealed (http://www.handgunlaw.us/states/vermont.pdf).

Every other state's training requirements are less stringent than Texas's. Some take an NRA handgun safety or hunting safety certificate. Some have no range requirement at all.

I didn't know that Vermont does not issue licenses at all. That would explain that. I guess Vermonters have to get a non-resident license from another state if they want to travel.

"Recognition" means no official agreement has been worked out but at least one of the states allows license/permit holders from the other state to carry there. That is why TX can recognize NJ and other states but they do not recognize us. That is how I understand it. I would imagine DPS could give you a better definition.

Same for driving. Left turns on red vary by state. I think radar detectors are still illegal in VA.
