Question about chl

A friend of mine asked me a question but Since I just had surgery and I`m out of it :confused5 , I`m gonna ask.
If he was " charged" NOT convicted of a felony and got deferred probation , he can still get a chl correct?

deferred adjudication = conviction as far as CHL is concerned .

it has to be ten years or older and non violent to qualify .

someone correct me if i'm wrong .

Alittle more info on him , was in 2004 , controlled sustance 3rd degree felony and class A unlawful carrying a weapon ( knife )

felonies must be over ten years old to qualify . deferred or not .
