Yes. An unlicensed person can ship a firearm to an FFL, manufacturer, gunsmith, or certain other licensed entities in another state.
It's expensive, though. Usually it is cheaper to have an FFL handle the outbound shipment. They can use the post office the same way you can send a box of cookies to your grandma.

Thanks, just having a little frustration on getting a Kimber delivered. 2 FFL's up here in North Texas wouldn't take delivery from a non FFL. Must be company policy.

They can do that if they want.
You can find a participating incoming FFL at

I have two FFLs that will accept from a non-FFL. They just require a copy of the drivers license.
Sporting Arms out of Lewisville and Frank Kaiser out of Carrollton.

Thanks, I got it worked out, it was my first GunBroker.com buy, and delivery was getting delayed a little longer than I was comfortable with.

A non-FFL must ship handguns priority overnight through either UPS or FedEx, the costs can be around $50.00. A FFL can ship USPS priority for around $18.00 for a handgun. Even if they charge a $25 FFL fee you will still save money and avoid going to the shipping facility when they are open. We do receive direct shipments from Non-FFL's and as stated we require a copy of the persons drivers license and their signature below it. Many FFL's will not take shipments from non-FFL's, that is their call.
