CHL and Back Taxes??

I have a relative that I'm really trying to convince to get her CHL. However, she owes the IRS (on an agreed payment plan), but NOT the state or county. Per the handbook Section 411.172.11, can she pursue the license?? The way I read it is state taxes, such as property or sales tax and refers to the comptroller. I wanted to know now before she agrees to proceed. :patriot:

Taxes owed to the United States do not affect a Texas CHL unless they result in a criminal conviction.

Even in the case of state taxes, the applicant must be ruled finally in default. I don't know how often that happens. Most people can patch up some kind of payment agreement.

I'm trying not to be judgmental here, but in my experience, people who overlook one aspect of their obligations sometimes are careless about others. The applicant probably should go over the qualifications line by line and make sure there aren't any other loose ends like old warrants for failure to appear on traffic tickets.

Federal tax liens levied against a Texas citizen by the IRS does NOT disqualify a person from applying for and receiving a Texas CHL. I am living proof of that claim.
