Looking for a S&W gunsmith in Dallas

I have a S&W 3913 that I'd like to replace the standard safety / decocker assembly with the optional spring-loaded decocker-only assembly. I've called several gunsmiths that were recommended to me, and the answers I've gotten to this question range from "it wouldn't be safe to have a gun without a safety!" to "...you should send it in to S&W to have that done." There was one who said he'd could do it -- he described it as only needing to remove the firing pin block to make it work. I'm no gunsmith, but that didn't sound right (or safe!), and it certainly doesn't involve getting the appropriate parts from S&W.
I'm not opposed to sending it to S&W, but the costs for shipping via UPS/FedEx Next Day is over $50. Smith & Wesson indicates that it's not a "drop-in" replacement and should be done by a "qualified" gunsmith, but it doesn't seem like it should be that hard! I don't know why I'm having such a hard time.
I can only assume that the smiths I've talked to don't know what I'm talking about. Perhaps someone that works specifically on S&W's would have a better idea.
Any suggestions?
