Under 21 CC Pistol Purchase?

Sorry if this has been covered before, but a friend of mine has a son in the USAF reserves. The son will be getting his CHL within the next couple of months. Under 21 can't purchase a handgun, or will the CHL entitle him to make the purchase? The dad can't "legally" purchase the gun for him, or can a handgun be gifted to a <21 yr old? :headscratch

The age 21 requirement applies to purchasing from a licensed dealer.

He should have no problem buying from an individual.

The CHL has no bearing on the age requirement.

And, there might be reciprocity issues for a CHL who is under 21. I don't know of any, but it's something to keep in mind if traveling out of state.

I think he was asking if he could because he wasn't sure

To get technical: Anyone can purchase as a gift for <21. But if it's the minor's money being spent, it becomes a straw purchase and thus illegal.

How can the <21yo get a CHL? 411.172(2) states a person must be at least 21 years of age. Is there an exception somewhere for (ex)military?

411.172 (g) states:

Notwithstanding Subsection (a)(2), a person who is at
least 18 years of age but not yet 21 years of age is eligible for a
license to carry a concealed handgun if the person:

(1) is a member or veteran of the United States armed
forces, including a member or veteran of the reserves or national
guard;

(2) was discharged under honorable conditions, if
discharged from the United States armed forces, reserves, or
national guard; and

(3) meets the other eligibility requirements of
Subsection (a) except for the minimum age required by federal law to
purchase a handgun.

OK -- thanks. Figured there must be an exception somewhere, just didn't read far enough. 411.172 is like 3-pages long.

BTW, this was added in 2005 (I believe) so was a tacked on item and falls farther down in the code. And (h) says it doesn't allow individuals under 21 to purchase, in keeping with federal law.
