Apparently DHS is purchasing 200 million rounds of .40 JHPs for ICE from Winchester. I've copied the article below but the report is at:

Winchester® Ammunition was recently awarded a contract by the Immigration, Customs and Enforcement (ICE) division of the Department of Homeland Security

Winchester® Ammunition was recently awarded a contract by the Immigration, Customs and Enforcement (ICE) division of the Department of Homeland Security to supply a maximum of 200 million, 40 cal. rounds over the next five years.

“Winchester has a proud tradition of providing high quality ammunition to our nation’s law enforcement agencies,” said Dick Hammett, president, Winchester Ammunition. “No matter if they’re protecting our block, our city or our borders, each special agent is an invaluable resource and we are committed to giving them the best products available.”

The load selected for this contract is a 135-grain, hollow point designed for the office of Field Operations of Customs and Border Protection. It will fall under the Winchester® Ranger® line of products.

I'm not a ballistic expert , but from what I've seen , the lighter grain bullets usually mean they are +P rounds.

Pretty sure there isn't any factory +P .40 ammunition or even an official spec for it.

There is no SAAMI spec for .40 +P. I would be leery of shooting something marked as such.

200 million rds over five years, that is some 40 million per year. How many ICE officers there are? That is like firing 110,000 rd per day for the next five years!
Let us say there are 1100 ICE officers, then each officer has to dispense and use 100 rd each day for the next five years.

Wonder if they are going to be micro stamped so that they can be traced?

Talking about bullet weight without velocity figures is like spitting into the wind. A 135 grain 40 S&W hollow point moving 1200-1300 fps may be a optimal solution in terms of standardization of one gun/one round where all sizes of shooters must be accommodated. It's really just an overgrown 9 mm, being at the far light end of the weight class for the original forty and 10 mm loads.

The track record of the lighter .40 caliber bullets is very impressive. Border patrol uses 155gr and most of the people they shoot are DIRT (Dead Instantly Right There) The 135 gr load is comparable to the 125 gr .357 Magnum in it's effectiveness. Light and Fast works well if it's fast enough, the .40 S&W is capable of being loaded fast enough within SAAMI specs no need for +P.
