How does a person obtain a Non-Resident CHL?

A person who applies for a non-resident license has all the same requirements as a resident, get a Texas ID and attend and pass the class room and shooting proficiency minimum of 10 hours, and undergo the same background checks.

The Texas ID requirement is a glitch in the statute that I hope will be fixed. To be candid however, it's a low priority issue and I'm not sure when it will be addressed.

Living in NY, about the only way it would work for you is if you're coming to Texas for business or vacation. The training has to be taken in Texas.
