No signs on the food court entrance, but I saw the 51% sign posted on the wall of the pizza place. I guess it just means I can't go behind their counter?

51% at a pizza joint? I suppose it's possible (maybe they have crappy pizza & Imported beer), but it seems more likely that they posted incorrectly.

Based on my understanding (and no, IANAL), yes, the sign (if it is in fact the correct one) prohibits you from passing it while carrying, so you could not go behind their counter.

I'd be inclined to mention this to TABC though, as a favor to them to help make sure they have the right sign up...
