Maybe this belongs in the Federal forum, but I saw this yesterday: Congressman Pushes a Ban on Traditional Ammunition, http://www.buckeyefirearms.org/node/7464

So I looked up the history of H.R. 5820, sponsored by our good friend Bobby Rush, and it was introduced even before the EPA flap, and beats it by a month: http://www.govtrack.us/congress/bill.xpd?bill=h111-5820. Maybe the bill was amended to include ammunition after the EPA thing was denied, but my meager search skills can't figure out where or how to search, as neither "lead" nor "ammunition" is in the text of the bill - like Rush would be foolish enough to use those words.

As far as I can see, it must be under the amendments and changes in Section 10, which deals with "mixtures", which is defined as "any composition of two or more chemical substances if the composition does not occur in nature, and is not, in whole or in part, the result of a chemical reaction." That sounds suspiciously like a copper-jacketed lead bullet, but, then again, my tin-foil hat might not be strapped on securely enough.

Has anyone else seen this, or have any of you figured out where to look for the smoking gun? The NSSF press release is woefully inadequate, there's nothing at the NRA-ILA site, and the TSRA site still has the denial of the EPA petition on the front page.

If Rush is going somewhere with this (he has 34 co-sponsors, including Lloyd Doggett), I'd like to spread the word, but I don't want to send a vague "kill this bill" note out without having better information. The simple fact that NSSF and BFA are against it is enough for me, but not for some of those who need to see this.

Toxic Substance Control Act § 3(2)(B)(v)

Here is the proposed revision to § 3(2)(B):

(B) in paragraph (4)--

(i) by striking ‘or’ after ‘or article;’; and

(ii) by inserting ‘; or to export or offer for export the substance, mixture, or article, except for demonstrated use solely as a pesticide (as defined in the Federal Insecticide, Fungicide, and Rodenticide Act), food, food additive, drug, cosmetic, or device (as such terms are defined in section 201 of the Federal Food, Drug, and Cosmetic Act) and including poultry, poultry products, meat, meat food products (as defined in section 1(j) of the Federal Meat Inspection Act), eggs, and egg products (as defined in section 4 of the Egg Products Inspection Act)’ after ‘article after its introduction into commerce’;

I do not see any removal of (v) in the proposed bill text. Without removal of the restrictions contained in (v), I do not see how this proposed bill will change current restrictions on the EPA regulating lead ammunition.
