Every Handgun Is Aimed At You: The Case For Banning Handguns (New Press, 2001), Josh Sugarmann, Executive Director of the Violence Policy Center (VPC), (page 85):

"We know in the District of Columbia -- where we've banned handguns -- that if you minimize the number of handguns you are going to have less shootings, a pretty simple, straightforward concept."
DC officials said the ban made the capital safer because, although illegal handguns still made their way on to the capital's streets, there were fewer legally owned ones to be stolen or used in domestic incidents.

They warned that gun violence could increase without the law, leading to more deaths.

"Whatever right the Second Amendment guarantees, it does not require the district to stand by while its citizens die," the city wrote in its petition to the Supreme Court last year.

“I’m disappointed in the Court’s ruling and believe introducing more handguns into the District will mean more handgun violence,” said Mayor Fenty.

Washington Times on 1 Jan 2011:
The District finished 2010 with 131 homicides — a 9 percent reduction from 2009 and the lowest number of killings in the nation's capital since 1963.

The drop, from 143 killings, was the second straight decline and the seventh time in the last 10 years that the city once referred to as the "murder capital" of the United States recorded fewer than 200 homicides.

Elsewhere, DC Police Chief Lanier has been reduced to claiming that having more legally registered handguns in DC homes is not responsible for the fall in murders. No mention of her, or the mayor's, earlier claims that it would result in an increase...
